I can't argue that the Europeans and the Chinese haven't been lame in promoting non-proliferation, but we are the elephant in the room. The Bush military talks about "usable" small nukes and "bunker busting" nukes, while de-emphasizing the joint US and Russian decomissioning. Add to that the total alienation of the Europeans, and pretending the Israelis don't have ANY nukes.
It would seem, for the next three years anyway, we're headed for a world with more and more countries possessing more and more nukes. The only solutions that present themselves in Bushworld are military ones.
I shudder to think what will happen if a nuke goes off in a city anywhere. Most people think that Russia and ourselves no longer have our nukes aimed at each other anymore. Not true.
