I don't think we should be "defending" the rest of the world. THIS is ridiculous:

I'd like to see the US and Russia reduce our nukes to a comfortable superiority over the other nuclear states, then enlist the other nuclear states in linked further reductions.
Joint military operations against the refuseniks would have to be agreed upon and enforced. The goal would be to allow nations to have just enough nukes for viable defense. Then, total elimination might be on the table.

Back in the "duck and cover" Cold War days, I'd have thought it totatlly impossible. The progress since has made me hopeful. Bush has made me pessimistic again, at least for the short term.
