I don't know the answer- I think we can only have opinions on this. I don't think there is a right answer. I think you have to police your borders, and run as tight a ship as you can, and if other countries desperately want to go to hell, I think you have to let them- unless you want to become an aggressive super military state, that goes around the world taking over other countries. The world has never been safe and probably never will be- we live with risk. The risk from Fatwas seems slight to me compared with the risk of global thermonuclear war- so it's not something I really worry about.
