As I noted above, the big hogs tend to be agriculture, natural resources and the military. California gets substantial spending for all three, though certainly less for the military than in the past. Of the three, the only one which Illinois gets much of is agricultural subsidy.

I don't doubt that Alaska would be self-sufficient even without the Federal government. They'd have to adjust somewhat because certain extraction activities would no longer make sense without the subsidies, and that would cost them in both jobs and business taxes. However, given the small population, the impact would not be all that huge.
