seminar on social security in the 60's - a college elective. The pros and cons of making the system actuarily sound were discussed in great detail when the program was being considered by Congress. The great tragedy is that they did not do that and it was clear even back then. The decision was a political one - leave the mess for the future.

You have demonstrated the difference between politicians and business persons. A business person who does not solve a problem will soon be shuttered. A politician will soon be out of office, and so will try to defer the hard decision until after their term. If the get re-elected, they pretend it is a new problem to be deferred into the future.

This is why we must admire President Bush for investing political capital in trying to repair the broken system before it becomes critical.
