There was a SCOTUS decision in the 1800s that forbid the organization of the militia outside the powers of individual States. Fring group militias as you mention are the rare exception to the 80 million gun owners in the US. Militias have what 5000 members out of 80 million gun owners? Thats nothing to be concerned about. Not only that, militias have historically used bombs not guns to make some point.
