More correctly they want to keep their constituents there because after all if they are no longer in their same place, they no longer have a reason to vote for the Democrats. In fact, the Democrats have no actual motivation to really help these people at all, because if their solutions really worked, there goes their voter base. So instead the Dems come up with programs that sound good to the lower class masses, but which intelligent people know would never ever work.
