I'm not suggesting that the motive is to solve the solvency issue that way, but it could be an unintended consequence.

Hypothetically, suppose a mutated bird flu is highly contagious and has a lethality rate of 35-50%. Higher for the elderly. And suppose that you can only come up with ..... 60 million doses of a vaccine. A decision has to be made as to who gets it. I'd start at the lower end of the age scale and work up. Not a happy decision, but might as well let the old people go. It's not like they'll be able to dig graves and/or reproduce.
