LB, The German education system will not allow anyone to go to college unless they are deemed, by the government, to be intelligent enough to learn enough, to be an asset to the nation. For decades, that I know of, young children are tested and evaluated, so the government can decide what type of higher education they will be allowed to pursue. Educational choices are not in the hands of the people, but are controlled by the system.
