An interesting article.

In Iraq, American and Iraqi troops have embarked on an offensive in the west partly in hopes of cutting off what the military command says is a flow of foreign fighters and matériel across the Syrian border. But military experts say that without stationing thousands of troops along the border, the military has little chance of closing it off.

I think they do eventually plan to have thousands of troops, police, and border guards along the border. They still won't close off the weapons from outside the country completly the borders are two long and the terrorists are determined (maybe if you had a million soldiers on the border but that isn't going to happen), but they can reduce the flow.
