Why? Those areas were strong for Kerry anyway. It is not like they were polling strong for Bush and unexpectedly went for Kerry. Like in Ohio where areas that were polling for Kerry before the election, and the exit polls showed a win for Kerry strangely went for Bush...

Similar things were turned up here although the numbers were not as large as those in WI. After all the brouhaha raised by the GOP, it turns out that the fraud/mistakes etc were done proportionally so that Rossi, the GOP, candidate will still lose the governor's race after allowances are made for all the mistakes. I suspect the same is true in WI and that Kerry won by a slim but substantive number.

Of course, there is the other issue which is that Kerry should have done much better in WI than he did.
