You can never get things back to that point, without being a tyrant about it. The whole point is that totalitarian regimes can do it, because they've got the criminal class working for them as government officials. What???? If we can't achieve basic safety & security for the populace, what the heck are we doing? Freedom does not equal anarchy, (nutcases aside) which is so far the major accomplishment. I still think it is possible for Arabs to fashion a peaceful democratic state (as I also think it is possible in Africa) but we need some new approaches to accomplish it. A bigger hammer is not the correct approach IMHO.
