Kids do change with the right environment, right leadership and right training. The military has "proven" that over decades and decades.

Agree, there were some exceptions.

But the decades you speak to do not include the 70s, when every military unit at battalion level had to have drug counseling specialists and criminal activity within the Armed Forces was the highest ever. And morale was the lowest ever.

It was only after the recruiting reg changes in the 70s, that things improved.

Believe me, you do not want to go back to the old way. Ask the chiefs who came in in the early 70s.

There is a difference between judicial discretion and the military having acceptance discretion and your standard operating procedure and or mandatory proposal. I am surprised I had to explain that to you. And you clearly incorrectly concluded what my standards are.
