"I cannot reconcile these points. Either there's reason to believe peak won't be so bad (doubtful) or that Cheney has a plan (maybe, but what?)."

Plan? How about if/when the decline toward a sustainable population begins, make sure the "right" people survive to pass on their genes.

That will require the maintenance (probably ruthless) of some kind of heirarchical structure. Power will be concentrated into fewer and fewer hands (as has been happening already).

The lower rungs will be those who have blind devotion to the wingnut mindset. They're being brainwashed by the media as represented by fauxnews and limbaugh now and will be pushed into militancy.

Oil will not go to zero but what's left will become increasingly sequestered. It will still be very useful even in a depopulated world. War in Iraq has already sequestered the oil there. You can't use it if you can't get to it without being blown up.
Russia seems to be taking steps to make sure their oil remains, for the most part, in Russia.

Whatever the cheneys of this world are planning, there's not much chance of it working but one thing's apparent...they're practically in a panic over the situation.

Charles,

Thanks. You wrote a really intelligent and interesting post. So nice to see such a thing in my inbox. :)

Re: As to Carter being the victim of a military conspiracy... have you a shred of proof? Conspiracy theories without proof are a kind of optimism that there is order in the world, if only an evil order.

Yes. The shred of proof is that the military had an excuse for their failure. Their excuse was that they lost too many helicopters, pre-attack, due to sand dust clogging their air intakes. On the surface, this is a perfectly plausible reason for failure if all you are trying to do is to fool most Americans. This sort of transparent tissue of lies is designed for the consumption of the NASCAR following motorheads across the country. As someone who has personal experience with air filters in dusty environments, I can assure you that the Air Force had mechanics in 1979 who would have been conversant with desert conditions and who would have been able to foresee the problems at the staging area of the raid that was planned to rescue the hostages.

This particular transparent lie has a lot in common with the lie of 9/11 that the military had a mere 14 jets available to protect the entire nation via the FAA/NORAD/NMCC system. That this is a total fraud is made perfectly evident by the statement in "9/11: Clear the Skies" [ tinyurl.com ] in which the BBC documentary clearly states that after Flight 93 had been downed near Sharpsville, PA shortly after 10:00 AM that the U.S. military had 300 combat aircraft in the air along the Eastern seaboard and in the vicinity of Air Force One.

Compare this admitted number, 300 combat planes, to what was reported to the American public in the Kean-Zelikow Report which categorically states that there were only 14 jets available in the entire system.

Only the naive take the government at its word.

Back to the the Iran hostage rescue fiasco.... The military had lots of reasons to want Carter to fail in Iran. Don't be so naive as to think that they follow orders that they don't like. Especially when they know that the opposition party is offering much more tasty sweetheart deals all around.
