All that has to happen is for the exterior columns on one side to be removed so that when that side collapses to the level below the whole building is now sitting at an angle. The center of gravity and resultant weight force would be counteracted by the resultant of the remaining columns supporting reactionary forces from the foundation. The resultant forces would not be colinear and depending upon their separation, the greater the separation, the greater the magnitude of the force-couple (couple is the magnitude of the one force multiplied by the distance between them). Its also called a moment. If the moment is large enought, the remaining columns, in extreme tension from the overturning moment could then fail, then the whole building overturns.
