We are at an impasse in Nevada. Taxes were raised and for the current 2-fiscal year budget, there now is a surplus of $603 million. The Repub governor proposed refunding everyone's auto registration fees to the tune of about $300 million (before the true extent of the surplus was known). The Dems had a fit and now have proposed a refund of $175 million and they'll be very careful about how they waste the extra $428 million not refunded.

I'd be willing to give up my $200 refund if they would use the entire $600 million to fix the freaking roads and highways and streets faster than a 10 year plan. The overpaid fees paid for licenses and registrations are collected for road maintenance anyway. The only highway work around here is making it easier to get to all the proposed new casinos.
