I think you're misreading his time horizon. One you get beyond a one day time horizon, the Naz has indeed been outperforming the Dow for most all of May.

cnbc has been claiming money flow into techs all day. We did have that rally on friday and no selloff today so thats one good thing.

What that article alludes to is that a growth stock rally is actually meaningful to our economy vs. the lame rallies in cyclicals, (oil) and metal we have been having for years. Glad somebody finally gets that.
