The first part of the article is just about the isolated incident, and even [if] it truly is isolated to one incident it does show something about the type of people who are behind the suicide bombings, even as it doesn't show that this is the normal tactic they use.

If that's a true interpretation, then what does Mai Lai or the Tiger Force say about the type of US people that were running the military in Vietnam?

Propaganda is simply words or images used to persuade people to support or oppose a cause it doesn't automatically imply dishonesty.

The best propaganda always has a bit of truth to it. You seem to be neutral on propaganda, i.e., simply words or images used to persuade. Yet, I don't think that you'll find anyone who wishes to persuade ever introduce their argument by referring to it as propaganda.
