Why is it so cheap? Or is because they use so little?

Well...

Everything in Vietnam is cheap (except a car), just the cost structure is cheap...AND, they are very cost conscious. Most of the villages fill the holding tank twice a day, early morning and at dinner time. Other than that the, electricity is switched off. We install a power switch in the well managers home so he can control usage and costs.

It's chilly here, 50's with a wind that carries a bite.
