Could be, but I heard someone say that Lucas wrote the screen play for this movie years before Bush was in office. I guess he could have revised it to reflect the times, but even in this article he admits "Iraq didn't exist" when he wrote it.

"In an interview, director George Lucas said he was less inspired by the current wartime climate than by the Nixon-Vietnam era. 'When I wrote it,' he said, 'Iraq didn't exist.'
