I'd like to hear more on this, though I doubt we are talking about the same approach. In my method, a Palestinian city would be given responsibilities and rewards for achieving those responsibilities. Israel could deal with whoever the people would send forward (Arafat could not possibly be in more than one city at a time). If the city was purely a Palestinian settlement, then Jewish security would not have been an issue. All Israel would have to watch for would be weapon smuggling...think of it as Canton System applied to Palestine.

However if I recall correctly, Israel was not keen on having a Palestinian state next door in any shape or form and wanted to negotiate with other Arab counties (most notably Jordan) about the fate of Pals.
