Sometimes the N.Y. Times does the nation proud with investigative and skilled writing like that! I could add a few details, but he basically has it all Bill. He could have talked about the role of the NGA in updating charts more thoroughly, (I could write a book about the issues involved there), and he could have gone into the fact that the rate which specifically dealt with submarine navigation (the QM rate), was disbanded 7 years ago and the remnants merged with the ET rate, the force is still struggling with the consequences of that decision. But that's about it. An outstanding piece, thanks for posting it!
