"I think I can see why they would never put the Treasury bonds in individual acounts. Once the bonds are there, the Govt can't come back later and change the rules and decrease people's benefits. The Govt loses their bargaining chip with the existing bonds."

That's EXACTLY why... and the other side of it is: if they have to take your FICA tax receipts and BUY TIPS BONDS with the money and put the bonds in your private account, then they can NO LONGER DIVERT FUNDS from the SS surplus to other parts of the federal budget, hiding how large the structural deficit has become!

They would have to go on a MAJOR ROUND of government belt-tightening RIGHT AWAY!
