I think the Bush brothers were motivated to keep Floridians happy at that time, and keep FEMA doling out the bucks.

$31 million divided by 12000 claims makes the average claim $2583 each, an utterly unremarkable average. The wind blew for more than 72 hours at a sustained 35 knots with appreciably higher gusts at times, in Dinner Key last year while Francis slogged onto shore further north.

Over that extended period of time, it is relatively easy for me to imagine that threshold of claim damage being done in the local area. After three hurricane watches, I skipped Danielle which followed the same path as Francis, thus affecting Miami-Dade as well. Although it didn't hang around as long as Francis, surely it did render some further damage in the area. Things already weakened by Francis could easily have fallen victim to Danielle.
