Not quite. Those were bilateral discussion and separate from NPT. Development of mini-nukes is in direct violation of NPT. As is the lack of reduction in the existing arsenal. If you fallow the NPT discussions in New York, you see that most of the world is concerned why it is that all of IAEA's time is spent inspecting the non-nuclear states and no effort is put into making sure the nuclear powers uphold their end of the bargain. When they get fed up, NPT is history and hello multi-way arms race.
