But if Wall Street is so consistently wrong all the time, wouldn't that argue that Wall Street's much higher than average rating on Cisco doom the stock to failure?

It's actually a nice fairly broad based rally in many of the quality techs. Stocks I track and trade like INTC and TXN have made major moves since the middle of April, with TXN going from 22.51 to almost 28 today. MOT moved from 14.50 to the 17 level. INTC up from 22 to 26 in what looks to be a lock step move with TXN. I think Jim Cramer is sooo powerful that he actually started the rally (ggg). Several weeks ago I was channel surfing and came across his new show, with him ranting and raving as usual. As I recall, he said he 'hated' tech, owned only some Intel, and loved the 'oils'. Tech promptly picked up rally steam, while the oils cratered. I haven't watched since, I wonder what Mr. C. is saying today...
