Constitution? The fillibuster isn't in the Constitution. The framers? The framers didn't use fillibusters. No fillibuster was used for 65 years so if you went to them, they'd agree with the Republicans, fillibusters are unconstitutional, because the framers and founders didn't use them or create them and thus must have been against them.

NOWHERE in the Constitution is there a guarantee of a filibuster. The Founding Fathers never used them; why should we?
