There is yet another side to the story: the inclination of many small biotech companies to bring marginal drugs before the FDA -- drugs that in many cases would be killed well before the NDA/BLA stage at Big Pharma.

Absent the exigencies of the capital markets to push marginal drugs by small companies, the FDA would perhaps be able to lower its guard a little. Regards, Dew
