The answer is really quite simple. Bush is merely pretending to be a dyslexic dufus. This is what has charmed Joe Six Pack who overwhelmingly votes to have a beer with Bush rather than the effete candidates the Dems toss up from time to time.

The "moron" thing is just an act. Bush is well aware of how voters think and make decisions. This isn't rocket science. In fact the method by which Bush got elected was described quite prophetically in 1920:

I think it's the whole group. Bush, Rove, Cheney, Rumsfeld, Rice. I think Bush is just the front man. Then, there's the entire second string cast of true believing neocons, the Wolfowitzes, Feiths, Boltons. I think we've become so corrupt here, that even they have trouble believing the crap they get away with.
