If the Parlimentarian does so, thats the equivalent of saying George Washington is out of order. The first Senate didn't use fillibusters period. Boy I wonder what the founders had in mind? They didn't use a single Fillibuster, yet fillibusters are Constitutional? I hardly think so.

Here is the text of the rule on changing the rules. Where is the part requiring a supermajority when one day's advance notice is given in writing? The change(s) are introduced as a motion like any other motion, requiring a simple majority.
