Ted the difference between "a problem" and "a way of life" is not a subtle nitpicking difference. The terms mean very different things both when considered in isolation and when applied to the context of our conversation.

But tossing out both terms to keep the semantic point from getting in the way of the discussion (or in other words to "ease up" as you asked), I'd say torture by the American military is rare (with some qualifications on exactly how you define torture), but probably not rare enough.

When that torture leads to people's death or mutilation, I find that reprehensible.

Agreed.

Unfortunately, that level of torture seems to be SOP by American troops in Afghanistan, Iraq and Gitmo.

I'd have to disagree with you there.
