You are ignoring the forest for a tree or two that you are focused on. The founders DID NOT want to clutter up the Constitution (nor hamstring future legislatures) by writing into the Constitution every little rule of procedural operation for the legislature. But they CLEARLY granted the Congress the sovereign power to MAKE IT'S OWN RULES OF OPERATION. And, Congress has to this day. Congress makes it's own rules of operation, and Congress can change it's own rules of operation anytime it wants to (with a three fifths majority....)
