I don't view this activity as research, it's really an engineering job.

To me, R&D is developing the physics of semiconductors into useful products. Of course this is an example as there are many other fields where research is carried out. Another example would be when Bell Labs did the research needed to prove that the transistor was possible, they went on to develop the transistor into a useable product.
