No, that's just more of their MO. They make believe they want something they think the rest of us will like but they cut it out in the end because "there ain't enough money to go around". Of course, they never run out of money for a war or a star wars.

Yeah. When he announced the Shuttle replacement last year and said they were going to spend $12 billion over the next 5 years on it, it was clear that they weren't going to do any such thing. $12 billion won't develop a new craft, but it does let you announce it and then pretend to do it while you phase out NASA.
