I see a lot of chaos. I see the government slowly getting more powerful but too slowly to support itself if it wasn't supported by foreign forces. I see an insurgency that is becoming less popular, but is still very hard to stamp out, and that might not ever be 100% stamped out, at least not in my life time, but which possibly can be brought down to manageable levels (but not very quickly). I see a government that is not as secure as it would like to be but that is more secure than South Vietnam was after we pulled because it is unlikely to face a powerful foreign invasion, and I also think it is unlikely to face total abandonment (to the point of stopping military aid) by its current foreign supporters while the insurgency continues. I see a situation that is improving slowly but its 20 steps back for every 21 forward. Tim
