You need to step out of your shoes and think about this as a propagandist would. The target audiences at the Sun and the NY Post are rabidly right-wing anti-intellectuals. To that unthinking crowd, seeing Saddam ridiculed is confirmation of the validity of the war.

Goebbels was quite clear on the point that the weak-minded are in constant need of the repeated message that they are under attack by a swarthy, foreign enemy. The Saddam pictures serve as such a reinforcing message for the prejudices of the rabidly anti-muslim right wingers in London and New York. This riff-raff is reinforced in the believe that the enemy is both fearsome (because strange) and yet caged. Appealing to the sense of fear, as well as the sense of self-importance of the reader.

One might compare the effect the propagandists hoped to achieve via the Saddam photos with what circus owners used to achieve with caged bears titillating their audiences.
