Allowing state regulation of the safety of wine is one thing. As an example, some states prohibit the sale of beer over a certain proof. Oklahoma is one, I believe. But this law is applied across the board. If Oklahoma decided to allow Oklahoma breweries to brew high alcohol content beer, but not the importation of high alcohol content beer from outside the state, I believe the result would be the same -- struck down for violating the Commerce Clause.

States can't pass laws that deliberately advantage local businesses against out of state businesses. That's one of the oldest and best established of our rights as Americans.
