As with most such arrangements, status quo is maintained because both sides benefit from Monaco having a tax haven status, which would not be possible if Monaco were to become part of France.

Benefits to Monaco are obvious. Benefits to France are:
(1) Monaco vitalizes the whole of the South of France, especially between Nice and Italy with its tourism & trade, and pushes up real estate prices of the region with its high net worth residents.
(2) France receives annual cash revenues from Monaco. I can't remember the amount now, but it is kind of a "tax". I am sure you can look it up somewhere.

Add to these the certainty that "swallowing" Monaco would bring no benefit at all to France, to Monaco, to residents of either country, or to anyone else, for that matter. Would you believe, some countries don't invade others if there are no benefits to anybody in the end? :-)
