Those are 17 states that won't outlaw abortions if Roe is repealed.

Here is some more info. on federal funds and abortions.

January 23, 1993: On the 20th anniversary of Roe v. Wade, President Clinton issued 5 executive orders reversing the Bush Administration's abortion policies. He lifted the restriction on abortion counseling in federally funded clinics, started the process of importing the French abortion pill, RU-486, lifted restrictions on fetal tissue research, provided funding for abortions in military hospitals overseas, and funding for overseas population control programs.
