The only way to meet your standards is to abolish war itself. Standards? This wasn't a question of standards. It was a point of order as to whether the US would intentionally target civilian targets. If I've correctly interpreted your statement, we agree. It's an inevitable outcome of war. The longer the war [conflict] lasts, the worse it gets. And the side that commits the act, is always "justified", in their own mind; and the other side commits atrocities. That's war.
