I guess your opposition to public declaration would be that the terrorists will back off and give the govt a surpise on or just after withdrawl day. My view is that even if that is the case the iraqis will expect that and do their utmost to get ready for W day. And what follows is tha the terrorists might anticipate this too and not wait but try to step up attacks during the pre-Withdrawl period. Mike
