How about excessive number of VPs?

This is my pet peeve with Intel, Cisco, oracle and some other large cap companies in the bay area.

Here's what I think happened, in general, at all of these companies:
- executives were hired in 96-99 period with an intent of staffing up
- business fell off, downsizing occurred and initial layoffs were staff only with a sense that this was a cyclical downturn that would end eventually- the executives were kept
- when business did finally start to uptick, hiring was offshore (often using subcontractors and not even direct staff) and again, execs were not replaced with cheaper indian staff (even though all development was now being done in india) mostly due to the old boy network and not much else.

I think the most egregious offender of top heavy staff at the peak was applied materials, who reportedly had 3 staffmembers for every director in the company.
