Actually, once enough data has been accumulated, there will be a lot fewer 10's. At least one of the stocks currently showing a 10 rating has multiple votes but only one voter. When there's enough data that doing some weeding out doesn't make the homepage list too small, I'll weed out those who don't have enough different voters and will also decrease the time-span covered, which is currently 5 days. It's going to take a little time for this rating thing to gain traction. I'm sure a lot of people are seeing it, not having any idea what it's all about, and just using a zero. We're planning on a "What's This?" page for it soon, too, which should help a lot.
