We need a Constitutional Amendment to control spending. The budget could not grow by more that inflation plus net immigration. It would be improved by using a historical year for a baseline. The lower the baseline the better.

Politicians cannot say no. They will always give in to someone on any issue. It may not always be you, but someone will win. After all money has no cost to them.

Maybe if we tied their pay to performance. For every percentage over budget their salary could be reduced by a percent. If, at the end of the fiscal year, there is a surplus, they should get a bonus.
