President Clinton was CIC when OBL first declared war on the
US. However, OBL & Al Qaeda had been at war with the US
during most of Clinton's Presidency. Clinton chose to
continue his utterly failed policy of appeasement which only
emboldened Al Qaeda & other terrorist groups to step up their
attacks on the US & US interests globally.

Actually one of Bush's first acts was to revise the US policy
on terrorism. It was impeded by the acrimonious BS by Gore &
the Dems trying to steal the election. The uncertainty that
ensued caused lengthy delays for Bush & his Admin to get in
place & get to work on this policy change. It was however,
sent to Bush for his approval just prior to 9/11.

And the rest, as they say, is history.

Yes, for Clinton this was quite true.
