Official says at a national seminar that China has basically set up a self-rule system for villages.
China has basically set up a self-rule system for its numerous villages.

Li XueJu, China's Civil affairs Minister said so at a national seminar on village level self-rule.

"We have completed the initial set-up for a village self-rule system in China's rural areas. This includes democratic elections, independent policy-making, management and supervision. The democratic and legal awareness of rural people have been generally improved."

He says China needs to further promote good village governance, by introducing international experience.

The seminar on village self-rule is one of the projects of China-EU Training Program on Village Governance, which started in 2001.

The three-day seminar is attended by around 200 experts and officials from both China and the EU.
