In normal talk the distinction is based on the tone of the speaker. Newsweek said they are retracting that A and B happened and the tone of the speaker made it clear they could no longer stipulate that DoD had confirmed the news and *not* that the Koran flushing had not happened. In any event why would they retract a news item that was true to begin with? You may further read this Message 21347276 or a ton of other news and views on the subject since.
