All rights reserved refining capacity may be the same as 2 years ago, but that doesn't mean nothing has changed. demand for gasoline and heating oil has grown considerably ( almost 3% p.a. i believe ) over those two years. so the ceteris haven't stayed paribus. All rights reserved comment: the outcome of the local elections in Germany had nothing to do with 'Bush bashing'. that continues to sell very well in Germany. the real reason for the SPD's defeat are to be found in its reform program for the German economy. ironically, although far from perfect, many of the reforms have actually been good long term decisions - but at the same time, they were deeply unpopular, since they fail to pander to the mob. anyway, if the author of that article thinks the German voters have nothing better to do than weigh Bush and the degree of bashing he receives, he/she is completely mistaken. the topic didn't receive any attention this time around...it was different when Bush was just about to launch a war based on a pack of lies. back then, it seemed important.
