I had read the Palast article when it first published. It is curious that the article does not mention that Rick Rioradan, LA's mayor at the time, was at the meeting.

It looks like Palast's conspiracy never came to pass. Schwarzenegger was elected governor and California has already recovered at least $3.4 billion from the various energy companies:

It would be interesting to actually read those Enron documents that provide the basis for Palast's conspiracy theories. I suspect that they do not flesh out the full scenario laid out in Palast's speculative piece.
