Not many Americans remember Hoover, and most who were not alive then likely "remember" Hoover dimly, if at all. Though the full slate of his big-government proposals greatly prolonged the Depression once FDR implemented them in 1933-1936, Hoover usually gets credit for the Depression, while FDR gets blamed for saving the country from capitalism. Big government, new entitlements, deficits, and war are the hallmarks of the Bush Administration, so FDR or LBJ would be good comparators.

Then again, drug abuse and using the government's resources to investigate the President's personal enemies were features of the Kennedy Administration, so maybe he will be remembered much like Kennedy.
